Carlos Alberto Vigil Taquechel
Carlos Alberto Vigil Taquechel is an independent consultant in international cooperation. He holds Cuban and Portuguese citizenship and is currently living in Portugal. He has more than 15 years of international experience in the higher education sector. The main focus of his work has been in Latin America and its partnership with European Institutions. He was coordinator of the Office for International Projects of the Cuban Ministry of Higher Education from 1998 to 2002 and between 2003 and 2010 coordinated the different processes of the European Commission’s Programmes with Latin America in the coordination office of the ALBAN Programme and the Project ALFA Observatory.
His experience incorporates both sides of the cooperation process integrating the vision of the aid recipient with the viewpoints of the donors. His expertise includes team leadership, project management, internationalisation of higher education institutions, international cooperation for development and institutional capacity building.
