Oscar Struijvé

Director and Lead Consultant

Oscar contributes to projects, studies and evaluations across EfC's portfolio. His work has involved collaborations and partnerships across the public sectors - in education, government, libraries and cultural heritage. He has a particular interest in assignments with significant e-learning, information management and ICT dimensions.

He frequently plays a lead role in evaluation and specification of digital information services and resources for learning, teaching and research, with an emphasis on post-compulsory (further and higher education) and lifelong learning contexts.

His expertise covers policy, strategy and operational aspects of:

  • Learning technologies and open learning concepts
  • Managed learning environments (MLE) and education management information systems (EMIS)
  • Knowledge society and knowledge economy developments
  • Evaluation and review of information services and assessment of their impact on users and organisations
  • Preservation and provision of access to digital resources and collections

Current and recent projects:

UK: Evaluation of the position of the Economists Online and Network of European Economists Online services for the Nereus consortium of leading higher education and research libraries in Europe in the field of economics.

UK: Business Case and Business Plan for a shared service to access government documents for the London School of Economics, Oxford University and the British Library

Bulgaria: Evaluation of the National Program of Education and ICT for the Council of Ministers of Bulgaria

Romania: Knowledge Economy Project: information and knowledge access monitoring and evaluation system design and implementation

UK: Research into type, scope, location and availability of qualitative and quantitative datasets in the Arts and Humanities and Social Sciences for the British Library

Democratic Republic of Congo (DRC): Evaluation of university ICT projects and feasibility study for a transversal programme
