Consultants for Thematic Evaluation on Primary Education
EfC has been commissioned by Plan International to undertake a Thematic Evaluation on Primary Education. We're looking for national consultants to work with in eight country case-studies.
Job specification
Evaluation background:
The eight case-studies will take place in China, Bangladesh, Ethiopia, Uganda, Burkina Faso, Ghana, Ecuador and the Dominican Republic. The work, 19 days including field visits, will take place between September and mid-November 2008 and will include:
- Interviews and consultation meetings with Plan national staff, government and MOE representatives, INGOs and development agency representatives;
- Interviews and consultation meetings with Plan Programme Unit staff, local education authorities and civil society organisations;
- Interviews and consultation meetings with community representatives, children, parents and school staff.
Tasks:
- Gather documentation at national, regional and district level
- Liaise with Country Office and Programme Units to organise the field visit itinerary
- Travel to 2 Programme Units and to 2 communities with EfC consultant
- Conduct interviews and consultation meetings with stakeholders with EfC consultant
- Provide inputs to report
Consultant profile
The consultant will have the following competences and skills:
- Background in education or social sciences
- Experience of project and programme evaluation, or research, preferably in education
- NGO experience
- Experience of working with communities
- Experience of working with children
- Local languages spoken
- Computer literate

Consultants based in Africa
Consultants fluent in English and/or French based in Africa (all countries) for current and future consulting opportunities in the education sector.
Consultants must demonstrate:
- experience in the education sector (design and implementation of projects or programmes in formal and non formal education, gender and inclusion, teacher training, higher education or ICT in education/distance learning/e-learning),
- experience with national ministies, donors and international organisations such as UNESCO, UNICEF, the World Bank, the EU, DFID and other bilaterals,
- experience of project and programme evaluations in the education sector.
